Members of the Council are elected by the residents of Sindlesham and Winnersh every four years. The last election was in 1999 when, because there were no more candidates than places, those standing were appointed unopposed. The Parish is split into two Wards, one either side of the Reading Road. For the North Ward, the side towards Hurst, there are eight seats and for the South Ward, seven seats.
At the Annual General Meeting of the Parish Council, held every May, the Members elect from the total: a Chairman, Vice-Chairman and the Committees. These Committees ("Finance & General Purposes", "Recreation & Amenities" and "Planning") together with the Council's staff manage the day-to-day aspects of the Council.
